在未來的東京，大地震的威脅逼在眉睫，在高度戒備的狀態下，政府施以日益嚴密的社會控制。高中生裕太和寇頸上永遠掛著耳機，形影不離的他們同樣熱愛電子音樂，卻於一次地下音樂會中被警察逮捕。成人堅稱大規模監控系統可以保障學生的安全，但少年卻感覺被當成囚犯。青春固然躁動不安，在政治意識啟蒙下，二人的友誼經得起前所未有的分歧嗎？
空音央在去年帶來與父親坂本龍一合作的音樂會電影《坂本龍一：OPUS》後，首度自編自導劇情長片，探討右翼政府和民族主義所帶來的潛在危機，以末世寓言細看當今日本的社會矛盾。
